Camp Blanding FTX- October 24th-26th, 2003

 

General:

These rules must be distributed to all members.

This event is being held at the Florida National Guard's Camp Blanding Training Site, event rules will be strictly enforced. All attending well need a photo ID to get on base. Any breach of rules may result in expulsion from this event.

Obey all Camp Blanding rules and speed limits.

Safety and Authenticity rules will be enforced by even hosts.

No individual participants or units will retire to the field before the general inspection takes place.

Due to base security this event is by pre-registration only, no walk-ons are allowed. Upon registration, an ID car will be issued to you that you must have on your person at ALL TIMES!

All field rations trash must be packed out of tactical sites. Please have your men bring a plastic bag with them for removal of trash to proper receptacles. 

Military courtesy will be expected at all times.

SAFETY

  1. Safety is the responsibility of everyone! Anyone, regardless of rank, years re-enacting, or age may (and should) call a halt to the event if they witness an unsafe act.
  2. Unit CO's must e at leas twenty-one (21) years old, and agree to be responsible for all unit members.
  3. Absolutely no ignitable devices are to be thrown or fired at any vehicle. Nothing (no matter what it is) will be thrown or fired at the driver, nothing is to be thrown at the or near a horse.  Weapons are not to be fired at wildlife.
  4. All action in or around buildings or bunkers must be under the control of safety officers who have the authority to stop or halt the event.
  5. Illegal drugs are not allowed on base. Alcoholic beverages are not to be used within eight hours prior to and during the use of weapons.
  6. All pyrotechnics must be approved by the safety officer.
  7. No projectile may be fired at less than 45 degrees from horizontal. Signal flares must be fired at 90 degrees from horizontal.
  8. Only blank ammunition will be used during the event. No live ammunition is to be brought to this event. Possession of live ammunition at this event will result is expulsion from this event!
  9. No one may fix any bayonet to any rifle, except for controlled (i.e.: posed or staged) photographs, rubber knives are acceptable for close quarter kills.  Violations of rules 10 and 11 are grounds for expulsion from this event.
  10. Wood tipped blanks may only be used in semi-automatic and automatic weapons equipped with blank adapters that destroys the wood, never in a bolt action rifle.
  11. Never fire directly at someone. Use an offset aim-point to ensure that any fragments from the blank, flame, or a broken blank adapter do not hit anyone down range.
  12. Do not fire at anyone closer than 10 yards.  A simple shout of "bang" will be sufficient to assess a kill. The target must accept a "hit" under these circumstances.
  13. Shotguns are not allowed.
  14. Weapons, when not ready to engage a target, will be kept on "safe"
  15. Any direct fire weapons, i.e.: panzefausts, bazookas, etc., will have both sound and visual signature.
  16. Fusing of grenades, direct fire or mortar  will consist of a time fuse, not impact detonation.
  17. Only black powder or pyrodex will be used for pyrotechnic devices.
  18. No bursting container will be constructed of wood, PVC, metal, fiberglass, or any other material that is prone to splintering or fragmentation.
  19. Weight of grenades will not exceed eight ounces.
  20. Bursting charges for grenades will not exceed 25 grains of powder and mortars 50 grains.
  21. Pyrotechnic devices must be submitted for test by the safety committee prior to the event. Use of unapproved pyrotechnic devices may be grounds for expulsion from this event.
  22. All blanks must be in zip-loc bags with owner's name and unit marked on the outside in permanent marker.
  23. Blanks are not to  be loaded into magazines until after inspection. Blanks may be loaded onto stripper and en-bloc clips before inspection. 
  24. Homemade weapons must have a safety check on site (i.e.: bazookas, grenades, etc.)
  25. All weapons will be stored in headquarters armory upon arrival. A receipt will be handed to the owner. Weapons will be issued prior to each scenario and returned to the armory after cleaning. No weapons will be kept in the barracks.
  26. All persons must war a helmet while tactical in the field. This helmet must pass the authenticity rules for the unit being portrayed.                      Exceptions are: Extreme heat where sunstroke is possible, and Partisans not in MOUT facility
  27. All glasses must have safety or shatter-resistant lenses.
  28. All shoulder weapons must be on safe when a person is loading or unloading from a vehicle.
  29. Refusal to follow the instructions of a safety officer are groups for expulsion from the event. Safety officers have the authority to remove any safety offender for the event.

VEHICLE SAFETY

  1. Any vehicle driven off road must have a ground guide, to avoid personnel hiding in the foliage.  The ground guide is neutral to the battle.  They are there for safety purposes and must remain ten feet to the front of the vehicle. Vehicle without ground guides will be considered "killed" and will not move for 15 minutes.
  2. Vehicles will not travel in excess of 15 mph on roads or faster than the ground guide when off-road during a tactical battle.
  3. Drivers will not drive buttoned-up. Vision is imperative to safety.
  4. All tracked vehicles will have a commander. The track commander is not neutral and can be killed. There must be two-way communication between the track commander and driver. If the track commanders killed, he must be replaced prior to the tracked vehicle resuming movement. Wheeled vehicles, such as jeeps and motorcycles do not require a track commander.
  5. Soldier are not to get within ten feet of any moving enemy vehicle.
  6. Flame producing devices are not to be used to "knock-out" any vehicle. This includes lit grenades. Only dummy grenades that cannot be lighted are to be used against any vehicle.
  7. Unless the vehicle is designed to carry troops, no more than the number according to specifications are allowed to ride in or on the vehicle.
  8. Tracks should be properly aligned.
  9. An onboard fire extinguisher and shovel are required.
  10. Drip pans must be utilized if the vehicle leaks fluids.
  11. No metal tracked vehicles will be allowed into the MOUT facility proper i.e.: paved streets.
  12. All POV's (personally owned vehicles) must obey posted speed limits and must slow to 15 mph when approaching joggers. Seat belt use is required.
  13. All vehicles will respect flora and fauna. DO NOT DAMAGE THE TREES!
  14. All POV's will be parked in the designated are during this event.

AUTHENTICITY

The following minimum uniforms and equipment will be required to participate in this event. Any clothing of earlier WW2 issue is acceptable. Airborne and Special Troops adhere to your unit SOP.

Weapons Authorized for this event

We are here to portray the normal look of the WW2 soldier circa October 1944, not the exception.

  1. Unit rank structure will reflect the actual size of and structure of the unit portrayed. Any rank over platoon level must be approved by event staff. Officers will command their unit and take orders from Battalion HQ. Officers will be responsible for the actions of their men.  Major Greg Parsons will command the allied forces and Brian Kepner will command the Axis Forces.
  2. Hair must be trimmed/cut in a 1940's style. Hair should be trimmed and tapered to the nape of the neck and around the ears so as not to touch the collar. Blocked haircuts are discouraged. Sideburns can be no longer than mid ear. Moustaches must be trimmed in a 1940's military style (British troops are exempted.) All Moustaches must be trimmed above the upper lip line and cannot extend past the edge of the mouth more than 1/4 inches and cannot drop down around the corners of the mouth. A beard shall be defined as any facial hair, other than approved moustaches, which is longer than a two day growth (about 1/8 inches) and are not permitted, exception: partisans are allowed to wear any type of beard.
  3. Modern non-prescription sunglass are not allowed.
  4. No "captured" weapons are to be used by opposing forces except by partisans.  No Eastern Theatre weapons (i.e. Russian weapons). BB/Air or CO2 guns are allowed. Weapons manufactured after 1945 may be used if they duplicate a WW2 weapons.
  5. Equipment used by partisans will be limited to German, French, and British, or other, where appropriate.
  6. Partisans must use the type of clothing and equipment normally worn in the country portrayed.  Partisans must be able to document their appearance and equipment for the theatre.  If a question of authenticity arises Authenticity Rule # 7 will apply.
  7. Appeals on matters of authenticity may be made by the submission of six photographs to the Authenticity Committee: Three must be of the item used by the re-enactor and three must be photographs from the WW2 period.
  8. All vehicles will be judged on a case-by-case basis and must be manufacture before 1946 or must represent a type used by allied or Axis powers doing the 1939-1945 period.  All post 1946 vehicles must be altered to duplicate a pre-1945 and be properly painted.  Photographs of all altered manufactured vehicles must be submitted to the Authenticity Committee along with authentic photos or photocopies of original photos of the same type vehicle.  If judgment is in favor of the rebuilt vehicle, a permit will be issued by the Authenticity Committee for this event.
  9. Women may only fight as partisans and not as anything else.

Any person not meeting the authenticity standards for the event will be asked to leave.  Some authenticity provisions may be waived in the name of safety on a case-by-case basis.

MOUT FACILITY RULES

These are Camp Blanding's MOUT Facility rules and must be followed expressly!  Where in conflict with other rules, these will supercede them

  1. Buildings range from 1 to 3 stories high. No pushing, shoving, or horseplay will be permitted in the MOUT site.  No physical contact with the OPFOR will occur.
  2. Units using this facility will wear steel helmets with chinstraps fastened.
  3. No rappelling for this event will be allowed.
  4. Use of ladders or similar devices must be checked by commanders to ensure they are safe and will accommodate the weight of the combat loaded soldier.
  5. Do not aim directly at fellow soldiers when closer than 15 meters.
  6. Artillery simulators & smoke grenades will not be thrown into any room or building or sewer system.
  7. Pyrotechnics may be used with approval of Range Operations when fire index permits.
  8. A medic with ground evacuation vehicle must be  present on site at all times during the exercise. (We are providing a medical CASH unit to comply with this provision)
  9. Unit commanders have overall responsibility for all safety while at MOUT site.
  10. No metal tracked vehicles are allowed in the MOUT site property.
  11. The MOUT site must be cleaned up/policed prior to leaving the facility.

ETIQUETTE

All attendees shall, in keeping with our goals and objectives, be governed by and subject to the following Code of Etiquette.

  1. The use of any item that does not belong to you without permission is prohibited.  The theft of any item, no matter how small, is grounds for expulsion from this event and possible prosecution.
  2. Respect the privacy of others while in the barracks area.
  3. The use or possession of illegal drugs/narcotics is cause for immediate expulsion from the event.
  4. Failure to follow posted or announced rules will lead to expulsion from the event.
  5. Mo one may sell inauthentic items for use in the field.
  6. Keep safety and authenticity in mind at all times.
  7. Do not use profanity, slander, libel, or threaten anyone with violence.
  8. It is the responsibility of all attendees to stand safety and authenticity inspections.
  9. As a point of etiquette, keep late night and early morning activities reasonable.
  10. All minors will be kept under parental control.
  11. Keep barracks and adjacent areas policed and secure.
  12. All rented automatic weapons must function properly.
  13. Do not argue over calling hits.
  14. No flag other that the U.S. and the British Commonwealth flags are to be saluted. The Nazi or Fascist salute is not to be used.
  15. No WW2 German or Italian political flags are to be flown, the use of the WW2 German War flag is permissible.
  16. Black SS, political uniforms, and any that has the swastika arm band are banned from this event.
